摘　　要：直升机作战能力评估是指挥员决策的关键依据。考虑到直升机在联合作战中的特殊作用,建立了直升机作战能力评估指标体系,针对其作战能力评估建模过程中专家评判意见存在的主观性和模糊性,利用犹豫模糊集在刻画不确定性信息方面的优势,提出犹豫模糊心理距离的概念,结合基于前景理论的TODIM(tomadade decisǎo iterativa multicritério)决策方法,实现了直升机作战能力的量化评估。The operational capability evaluation of helicopterplaysthe key role in commanders’decision-making.Considering the special position of helicopter in joint operations,the evaluation system of the operational capability of helicopters,aiming at the subjectivity and fuzziness of experts’knowledge in the process of combat capability evaluation modeling.The advantage of hesitant fuzzy set in depicting uncertain information is utilized,the concept of hesitant fuzzy psychological distance is proposed.Combining with the TODIM decision-making method based on theprospect theory,the quantitative evaluation of the capability of helicopters is realized.
