摘 要:本文探讨了《化妆品监督管理条例》《化妆品生产经营监督管理办法》《化妆品标签管理办法》等新法规体系下的化妆品标签管理相关问题。通过梳理化妆品标签监管重点,讨论了一些基本概念,如最小销售单元等;解读了一些企业需要知晓的内容,例如产品名称命名规定、化妆品生产责任主体标注要求、进口产品标签要求等等;详细解读《化妆品标签管理办法》中明确化妆品禁止标注的内容,并举例说明,以帮助行业更顺利地应对法规变化。The issues related to the management of cosmetic labels under the new regulatory system such as the Regulations on the Supervision and Administration of Cosmetics, Measures for the Supervision and Administration of Cosmetics Production and Operation and the Measures for the Administration of Cosmetics Labels were discussed. By sorting out the key points of cosmetic label supervision, some basic concepts were discussed, such as minimum sales unit. Some terms that companies need to know were interpreted, such as product name naming regulations, labelling requirements for the main body responsible for cosmetics production, labelling requirements for imported products. The prohibited labelling of cosmetics in the Measures for the Administration of Cosmetics Labels were interpreted in details and the examples were given, so as to help cosmetics companies to deal with the changes in regulations more smoothly.
