摘　　要：为了提高普通化妆品备案后监督检查的质量和效率,探索科学高效的检查方法,本文通过梳理普通化妆品配方检查的主要法规依据,结合开展普通化妆品备案后检查的工作实践,用“合法性、一致性、完整性、规范性”高度概括了配方检查的原则。在此基础上,提出了“一看二审三判定”的依法三步走检查方法,从原料的角度、产品的角度和统筹联系的角度多方面全方位地阐述了配方检查的关注点和风险点。最后,根据发现问题的风险等级明确了不同的检查结论。通过明确配方检查的法规依据、检查原则、检查方法和检查结论,以期为基层监管部门和技术机构开展相关工作提供参考,助力高质量高效率地完成化妆品备案后检查工作。In order to improve the quality and efficiency of formula inspection of cosmetics,and to explore scientific and efficient inspection methods,the main legal basis of the inspection for general cosmetic formula was outlined in this paper,combined with the practice of inspection,and the principle of formula inspection was highly summarized with“legality,consistency,integrity,and compliance”.Furthermore,a three-step inspection method of“first look,second inspection,third judgment”was proposed.The different risk points of formula inspection were explained from the perspectives of raw materials,products and overall coordination.Finally,different inspection conclusions were clarified according to the risk level of the problems.By clarifying the legal basis,inspection principles,inspection methods and inspection conclusions,we hope to provide reference for supervision departments and technical institutions,and to help complete general cosmetic inspection with high quality and efficiency.
