摘　　要：党的二十大召开具有里程碑意义。在党的二十大报告中,明确提出社会组织协商机制的建立,这表明社区社会组织作为社会组织的特殊形式,已经成为社会治理的有效力量。基于社区社会组织参与城市基层社会治理的动力与能力机制研究,虽然,社区社会组织的动力与能力机制处处体现了社会组织协商的优势,但同时社区社会组织的动力与能力机制的建构深受顶层、内部、外部的三重驱动力和支撑力影响。从这个意义上,再认识党的二十大报告中社会组织协商机制的提出不仅具有重要的理论意义,也具有鲜明的现实指导意义,为未来社区社会组织参与基层社会治理指明了方向。The 20th National Congress of the Communist Party of China is a milestone. The establishment of consultation mechanism of social organizations is set forth in the Report to the 20th CPC National Congress. This shows that community social organizations, as a special form of social organizations, have become an effective force in social governance. Based on the research on the power and capability mechanism of community social organizations participating in urban grassroots social governance, the construction of the power and capability mechanism of community social organizations is deeply influenced by the triple driving forces and supporting forces of the top, the inside and the outside, although the power and capability mechanism of community social organizations reflects the advantages of social organization negotiation in all respects. In this sense, if we recognize the consultation mechanism of social organizations in Report to the 20th CPC National Congress, we will find that its proposal not only has important theoretical significance, but also has bright practical guiding significance, pointing out the direction for community social organizations to participate in grass-roots social governance in the future.
