摘  要:随着经济社会的发展,年青一代公务员拥有独特的时代印记和时代赋予的个性特点。大批应届毕业生考录公务员,使公务员队伍结构发生了变化,也对公务员管理提出新的要求,不同年龄段公务员价值观潜移默化的变化,必将对政府行政效率产生重要影响。如何调整和优化领导管理方式,成为进一步提高行政效率和促进公务员队伍建设需要考虑的问题。调研表明,基层公务员队伍中“九五后”“零零后”的“新青年”更加偏重实际效用,着重个人价值与社会价值的实现,并且具有鲜明的时代印记,不断在理性化追求中彰显个性,这对政府行政效率的提升产生新影响,对青年公务员队伍激励管理提出了新要求。未来应从精准定位青年公务员的内心需求、尊重青年公务员的性格特点、由“管制”转为“引导”等方面,调整和优化对青年公务员的领导管理方式,建设堪当民族复兴重任的新时代高素质干部队伍。With the development of economy and society, the young generation of civil servants has a unique imprint and personality characteristics endowed by the times. With a large number of fresh graduates applying to be civil servants, the structure of the civil servants has changed, which also puts forward new requirements to the management of civil servants. The imperceptible changes in the values of civil servants of different ages will certainly have an important infl uence on the administrative effi ciency of the government. How to adjust and optimize the way of leadership and management has become a problem that needs to be considered to further improve administrative effi ciency and promote the construction of the civil servant team. The survey shows that the “new youth” of the “post-1995” and “post-2000” in the grassroots civil servants lay particular emphasis on practical eff ectiveness, and emphasize the realization of personal and social values, and constantly highlight their individuality on the pursuit of rationalization, which has a new influence on the improvement of government administrative efficiency, and puts forward new requirements for the incentive management of the young civil servants. In the future, we should adjust and optimize the way of leadership and management for young civil servants from the aspects of accurately positioning their inner needs, respecting their personality characteristics, and changing from “control” to “guidance”, so as to construct a high-quality cadre team in the new era that can take the important mission of national rejuvenation.
