摘 要:当前,水利部正在大力推进智慧水利建设,数字孪生流域是智慧水利建设的核心与关键。为保障数字孪生流域建设高效顺利开展,水利部组织有关部门对数字孪生流域建设先行先试单位进行监督检查,检查内容包括组织推进、工作进展、项目成果、应用成效、共建共享等方面。详细列举数字孪生流域建设监督检查中发现的典型问题,从项目管理、需求调研、数据共享、专业模型、标准规范、监督检查等方面深入分析问题发生的原因,有针对性地提出改进建议,对数字孪生流域、数字孪生工程、数字孪生水网建设全过程管理具有重要的参考价值和指导意义。At present,the Ministry of Water Resources is vigorously promoting the construction of smart water conservancy. Digital twin basin is the core and key of smart water conservancy construction. In order to ensure the efficiency and success of the construction of digital twin basin,the Ministry of Water Resources organized supervision and inspection on the pilot units of the digital basin construction,including the organization and promotion,work progress,project results,application effect,co-construction and sharing,etc. This paper lists the typical problems found in the supervision and inspection of the construction of the digital twin basin in detail. Analysis of the problem causes is made from the aspects of project management,demand research,data sharing,professional models,standards and specifications,supervision and inspection. And targeted improvement suggestions are put forward,which has important reference value and guiding significance for the whole process in the construction of the digital twin basin,the digital twin project and the digital twin water network.
