摘 要:乡镇社工站是社会工作专业人才培育的重要平台。但在专业化建设过程中存在专业服务能力不足、培训机制单向输出以及沟通联动机制缺乏等失能风险,部分原因在于站点依然延续传统的人力资本人才培育范式。组织资本来自人力资本的社会属性,是一种不随人员流转而减少的无形知识资产,使组织资源得以摆脱效能局限。社会工作者个体知识经过社会化、外在化、组合化和内在化四个阶段,在知识共享和学习的过程中才能凝结为乡镇社工站的组织资本。因此,乡镇社工站增强组织资本需要合理制定站点的知识战略、培育共享交流的组织文化、完善平台学习的制度保障,唯此才能将站点的组织优势转变为良好的治理效能,进而推动民生工作的改善和基层社会治理的创新。Social work service stations in small towns are important platforms for the cultivation of social work professionals. However, there are incapacitation risks in the process of its professional construction, such as lack of professional service capacity, one-way output of training mechanism and lack of communication linkage mechanism. Part of the reason is that the social work service stations still continue the traditional human capital talent cultivation paradigm. Organizational capital comes from the social attribute of human capital, and it is an intangible knowledge asset that does not decrease with the turnover of personnel, so that organizational resources can get rid of the limitation of efficiency. After four stages of socialization, externalization, combination and internalization, the individual knowledge of social workers can be condensed into the organizational capital of township social work stations in the process of knowledge sharing and learning. Therefore, to enhance the organizational capital, the township social work stations need to reasonably formulate the knowledge strategy of the site, cultivate the organizational culture of sharing and communication, and improve the institutional guarantee of platform learning. Only in this way can we transform the organizational advantages of the site into good governance efficiency, and then promote the improvement of people’s livelihood work and the innovation of grassroots social governance.
