休养生息背景下福建省耕地保护生态补偿制度研究

摘　　要：【目的/意义】随着工业化和城镇化的发展,中国耕地数量、质量在不断下降,探索构建耕地保护生态补偿方法和制度,为保障耕地系统的生态功能稳定持续供给,实现耕地生态化保护提供支撑。【方法/过程】在休养生息制度背景下,以福建省入选国家生态补偿综合试点省份为契机,综合分析福建省耕地资源现状、现行耕地生态补偿措施、耕地保护存在问题,提出针对福建省耕地生态补偿制度的构建策略。【结果/结论】福建省平原耕地少,山地丘陵耕地多、地少人多,福建省立足实际省情积极探索耕地生态补偿方式,取得了一定的成效,但仍存在补偿主体方式单一、制度框架缺失、缺乏生态补偿标准等问题。针对于此,提出了通过完善制度框架、确立生态补偿标准、探索分级保护方式三项措施建立健全耕地生态补偿制度。【Objective/Meaning】 With the development of industrialization and urbanization, the quantity and quality of cultivated land in China were declining continuously. Therefore, the establishment of ecological compensation methods and systems for cultivated land protection should be explored to provide support for ensuring the stable and sustainable supply of ecological functions of cultivated land system and realizing the ecological protection of cultivated land.【Methods/Procedures】Under the background of recuperation system, by taking the comprehensive pilot province of national ecological compensation in Fujian Province as an opportunity, the current situation of cultivated land resources in Fujian Province, the current ecological compensation measures for cultivated land and the existing problems of cultivated land protection were comprehensively analyzed, and then the construction strategy for the ecological compensation system of cultivated land in Fujian Province was put forward.【Results/Conclusions】Fujian Province had less cultivated land in plains, but more cultivated land in mountains and hills, and had the characteristics of less land and more people. Fujian Province has actively explored the ecological compensation method of cultivated land based on the actual situation of the province, and has achieved certain results. However, there were still some problems such as the single way of compensation subject, the lack of institutional framework, and the lack of ecological compensation standards. In view of this, three measures were put forward to establish and perfect the ecological compensation system of cultivated land, including perfecting the system framework, establishing the ecological compensation standard and exploring the classified protection mode.
