摘 要:高校信息公开工作的开展是增加高校运行管理透明度的重要推动力。我国《高等学校信息公开办法》自颁布实施以来,高校信息公开工作的开展却并不理想。高校信息公开是高校依法治校的度量衡、内部治理的显微镜和信息权力的分配器。从社会交换理论的视角分析,高校信息公开困境的根源在于高校与各利益相关者之间的不平等和异质性。阻滞的具体原因在于:高校信息公开办公室缺乏合法性权威;高校作为社会组织对信息的单边垄断;社会公众对高校信息公开的期望与现实之间有落差;高校与各利益相关者的价值共识尚未形成;问责文化带来的负面效应;高校对信息公开缺乏有效激励。To promote the work of information disclosure is an important driving force to increase the transparency of university operation and management.Since the promulgation of the System of College Information Openness,the development of college information openness is not ideal.University information disclosure is the weight and measure of university management by law,the microscope of internal management and the dispenser of information power.From the perspective of social exchange theory,the source of the dilemma of information disclosure in universities lies in the inequality and heterogeneity between universities and stakeholders.The specific reasons for the block are:the lack of legitimacy and authority of the university information disclosure office;colleges and universities as social organizations monopolize information unilaterally;and a gap between the expectations of the public and the reality of information disclosure in colleges and universities.The value consensus between universities and stakeholders has not yet been formed;the negative effects bring by a culture of accountability;universities lack the incentives for information disclosure.
