摘　　要：海南自由贸易港货物贸易自由化便利化法制建设取得了一定进展,在海关监管特殊区域试点洋浦保税港区实施进出口商品管制负面清单管理制度,完成海南国际贸易“单一窗口”启动、完善与推广运用等,但还需进一步完善。基于海南现状,可以通过借鉴国际先进经验,对标高水平经贸规则,出台“海南进出口商品管制负面清单目录及管理办法”,发布“海南国际贸易‘单一窗口’管理办法”,修正“海南口岸管理条例”等,推动海南自由贸易港货物贸易自由化便利化法律制度建设,为推动贸易自由便利制度落地提供可参考的法律保障建议。Some progress has been made in the construction of the legal system for the liberalization and facilitation of goods trade in Hainan Free Trade Port.The Yangpu Free Trade Port,a pilot area under customs supervision,has implemented the negative list management system for import and export commodity control,and completed the launching,improvement and promotion of the"single window"of Hainan international trade,but it still needs to be further improved.Based on the current situation of Hainan,we can promote the construction of the legal system for the liberalization and facilitation of goods trade in Hainan Free Trade Port by referring to the advanced international experience and the high-level economic and trade rules,issuing the"Hainan Import and Export Commodity Control Negative List Catalog and Administrative Measures",issuing the"Hainan International Trade’Single Window’Administrative Measures",and amending the"Hainan Port Administrative Regulations",to provide referential legal protection suggestions for promoting the implementation of trade liberalization and facilitation system.
