摘　　要：通过分析非自航工程船舶的配员现状、风险隐患和事故案例,发现其船员配备与管理方面存在的问题,并从国家、船东、海事三个方面提出针对性建议,以期提升相关船舶安全营运与防污染管理水平。Through analyzing the safe manning status, potential risks and accident cases of non-self-propelled ships, the paper identifies the problems in crew manning and management, and puts forward specific suggestions from the perspectives of the state, shipowner and maritime, aiming at improving ships’ safety operation and pollution prevention management.
