摘 要:在恐怖分子本土化,袭击目标非典型化,袭击方式多样化的背景下,欧盟面临严峻的反恐形势。“9·11”事件后,欧盟逐步认识到恐怖主义是危及国家安全和民众安全的重大问题。在反恐战略上,欧盟注重与第三国和国际组织的执法合作以及加强反恐能力建设。欧盟在组织架构、情报、安全防范、应急处置方面出台了多种措施,构建了立体化的反恐政策体系。欧盟反恐“一体化”理念下混合反恐模式具有鲜明的务实性,预防激进化和去极端化的措施在实践中效果明显,但反恐政策未能实现整体合力值得反思。Against the background of globalization in which terrorists are localized, attack targets are not typical, and attack methods are diversified, the European Union is faced with a severe anti-terrorism situation. After 9/11, the EU gradually realized that terrorism is a major problem endangering national security and public safety. In terms of counter-terrorism strategy, the EU attaches importance to law enforcement cooperation with third countries and international organizations and strengthening counter-terrorism capacity building. The EU has adopted a variety of measures in terms of counter-terrorism institutions and mechanisms, intelligence, security and emergency response, and established a multi-dimensional counter-terrorism policy system. The hybrid counter-terrorism mode under the concept of “integration” of EU counter-terrorism has a distinct practicality, and the prevention of radicalization and de-radicalization has been effective in practice. However, it is worth reflecting on the failure of anti-terrorism policies to achieve overall synergy.
