研发人力资本提升机制及其实证分析——基于对外开放与知识消费互动视角

摘　　要：知识消费水平是影响技术运用效率和研发部门生产效率的核心要素之一,对其进行优化调整将是提升研发人力资本比重的重要方式。由此,本文引入知识消费水平作为中介变量,从知识消费的角度,分析了对外开放程度与研发部门人力资本占比之间的内在机制,解构了对外开放政策对研发部门人力资本的影响,并尝试打开一个“黑箱”——对外开放战略是如何对中国自主研发实力产生影响的?本文通过理论分析及经验事实得出以下结论:扩大对外开放将有助于知识消费水平的提升、技术运用效率的上升及研发部门生产效率的提高,并由此带来研发部门要素报酬增加,从而对人力资本向研发部门的流动起到导向作用,最终改变当前研发部门人力资本不足的困境。本文认为,在对外开放的“双循环”新战略发展格局下,我们仍须进一步借助全球生产要素联结,推动知识消费结构升级,以改变人力资本在部门间配比失调的现状。One of the core factors influencing the efficiency of technology application and the production efficiency of R&D departments is reflected in the level of knowledge consumption,in which a significant way to increase the proportion of R&D human capital lies in the optimization and adjustment on the level of knowledge consumption.In view of it,the level of knowledge consumption is introduced as a mediating variable.The internal mechanism between the degree of opening up and the proportion of human capital in R&D departments is analyzed from the perspective of knowledge consumption,the impact of the opening up policy on human capital in R&D departments is deconstructed,and this paper is tried to open a“black box”and raises a question——how does the opening up strategy affect China’s independent R&D strength?The following conclusion is drawn in accordance with the theoretical analysis as well as experience and facts:The expansion of opening up can facilitate the enhancement of the level of knowledge consumption,the efficiency of technology application and the production efficiency of the R&D department.Based on this,an increase in the remuneration of the R&D department can be brought,so the guidance role can be played in the flow of human capital to the R&D department,and the current predicament of insufficient human capital of the R&D department can be ultimately changed.Under the new strategic development pattern of“double circulation”of opening up,the connection of global factors of production should be further used to promote the upgrading of the knowledge consumption structure and change the imbalance of human capital among departments.
