摘　　要：将城市综合管廊PPP项目政府补贴分为固定补贴与可变补贴两部分,设置绩效评价激励系数并利用讨价还价博弈模型确定可变补贴占比系数,实现绩效评价结果与政府补贴额相挂钩,设计出科学合理的政府补贴模式。希望以此充分发挥政府财政补贴的激励作用,达到政府方、社会资本方双方满意的效果,为相关决策者提供参考。This paper divides the government subsidy of the PPP project of the urban comprehensive pipe gallery into two parts:fixed subsidy and variable subsidy,sets the performance evaluation incentive coefficient and uses the bargaining game model to determine the proportion coefficient of variable subsidy,so as to link the performance evaluation result with the government subsidy amount,and designs a scientific and reasonable government subsidy model.This paper hopes to give full play to the incentive role of government financial subsidies,and achieves satisfactory effects for both the government and private parties,and provides reference for relevant decision-makers.
