弹性视角下大学基本支出与项目支出对学术产出的影响

摘　　要：依据2013-2021年间我国36所“双一流”高校经费支出和学术产出的校际面板数据,研究基于OLS方法的超越对数生产函数以求得大学基本支出与项目支出对不同学术产出的产出弹性和替代弹性。结果表明:基本支出和项目支出的产出弹性有较大差异,基本支出对PCP的产出弹性相对较低,对HiCi的产出弹性相对较高;项目支出对HiCi的产出弹性相对较低,对N&S的产出弹性相对较高;基本支出和项目支出的产出弹性分别呈稳中下降和稳中有升趋势;基本支出和项目支出之间呈更多“互补”关系,即不能单纯通过增加基本支出或项目支出来提高学术产出。未来,我国政府需要给予大学更多经费使用自主权,并在保障基本支出的基础上进一步扩大项目支出的规模的占比;大学根据自身发展需要对经费使用进行合理配置,协调内部各部分支出的比例和关系,进而在最大程度上提升大学的学术产出水平。According to the inter-school panel data of the expenditure and academic output of 36“double first-class”universities in my country from 2013 to 2021,the translogarithmic production function based on the OLS method is studied to obtain the effect of the internal expenditure structure of the university on different academic outputs.output elasticity and substitution elasticity.The results show that the output elasticity of basic expenditure and project expenditure is quite different.The output elasticity of basic expenditure to PCP is relatively low,and the output elasticity of HiCi is relatively high;the output elasticity of project expenditure to HiCi is relatively low.,the output elasticity of N&S is relatively high;the output elasticity of basic expenditure and project expenditure shows a steady decline and a steady increase respectively;the relationship between basic expenditure and project expenditure is more“complementary”,that is,it cannot be simply Increase academic output by increasing basic or program spending.In the future,the Chinese government needs to give universities more autonomy in the use of funds,and further expand the proportion of project expenditures on the basis of ensuring basic expenditures;universities should rationally allocate funds according to their own development needs,and coordinate the use of various internal expenditures.proportion and relationship,so as to maximize the level of academic output of universities.
