摘 要:文中采用PEST模型,从政策、经济、社会及技术方面,研究江苏省供水运营管理模式发展历程,将江苏省城乡统筹供水现状运营管理模式分为集中供水+统一管理和分级供水+分级管理两种模式,分析了两种模式特征及适用条件。基于国内供水绩效评价指标体系,结合江苏城乡统筹供水特征,构建供水运营管理综合评价指标体系;基于供水行业专家问卷调查结果,采用改进的层次分析法,构建判断矩阵,确定各指标权重,建立供水绩效综合评估模型。通过模型量化评估,可以系统地反映各供水片区的供水运营管理水平。研究成果以期为其他地区供水运营管理提供借鉴。The development process of water supply operation management model was studied from the aspects of policy,economy,society,and technology by PEST model in this paper.Urban-rural integrated water supply operation management mode was divided into centralized water supply+unified management and graded water supply+graded management in Jiangsu Province,the characteristics and applicable conditions of the two operation management modes were analyzed.Based on the domestic water supply performance evaluation index system and the characteristics of urban-rural integrated water supply in Jiangsu Province,the comprehensive evaluation index system of water supply operation management was constructed.The judgment matrix was constructed to determine the weight of each index in the improved analytic hierarchy process based on the questionnaire survey results of water supply industry experts,and the comprehensive evaluation model of water supply performance was established.Through quantitative evaluation of the model,the water supply operation management level of each water supply area can be systematically reflected.The research result is expected to provide reference for water supply operation management in other areas.
