融媒体时代政府官员直播带货的监管风险及对策

摘　　要：政府官员网络直播带货是在移动互联、高速连通、平台中心等技术要素组合之下诞生的一种新型的公共服务模式。它拓宽了政府公共服务的边界以及公共服务的可及性,提升了社会资源使用效率,是融媒体时代政务服务的范式转型。但政府官员直播技术驱动特征,也在一定程度上解构了其公共服务的安全性,导致该模式在自身生长中出现了一些监管问题。研究发现,官员直播带货,隐含了11个方面的廉政风险点,其中9个风险点缺乏专项监管,涉及到相互交叉的10项监管内容,以及17家职能部门,存在监管法规滞后、职能交叉、政策协调不畅、目标冲突等问题,为此,提出了协调联动、构建审批机制等具体对策。Webcast salesby government officials is a new public service model born under the combination of technical elements such as mobile Internet,high-speed connectivity and platform center.It broadens the boundary of government public services and the accessibility of public services,improves the efficiency of the use of social resources,and is the paradigm transformation of government services in the era of financial media.However,the technology driven characteristics of government officials’live broadcasting also deconstruct the security of its public services to a certain extent,resulting in some regulatory problems in the growth of this model.The study found that the live delivery of officials implied 11 integrity risk points,of which 9 risk points lacked special supervision,involving 10 cross regulatory contents,and 17 functional departments.There were problems such as lagging regulatory laws and regulations,cross functions,poor policy coordination,target conflict and so on.The paper puts forward specific countermeasures such as coordination and linkage,construction of approval mechanism and so on.
