摘 要:为评价天津货运“公转铁”综合效益,首先结合货运“公转铁”公益性、外部性与绿色经济的特征,确定天津货运“公转铁”综合效益包含经济效益、社会效益、环境效益,并综合运用文献研究法、频度分析法构建天津货运“公转铁”综合效益评价体系;其次利用GREET模型等进行天津货运“公转铁”综合效益指标数据收集,并利用熵权法计算评价指标权重,据此估算出2018—2021年天津货运“公转铁”综合效益值分别为2 113万元、4 422万元、5 320万元、6 356万元。研究结果表明,天津货运“公转铁”的综合效益逐年波动上升;综合效益中以经济效益为最大,社会效益次之,环境效益最小;综合效益随货运量增长而增长,反之亦然,并且其综合效益是一个随着时间的推移而不断动态变化的结果。The comprehensive benefits of “shifting freight traffic from road to railway” in Tianjin were evaluated. For the above purpose, this paper started by determining the comprehensive benefits of “shifting freight traffic from road to railway” in Tianjin as a combination of economic benefits, social benefits, and environmental benefits from the aspects of the public welfare, externality, and green and economic properties of this measure. An evaluation system for the comprehensive benefits of “shifting freight traffic from road to railway” in Tianjin was developed by comprehensively performing literature research and frequency analysis. Then, the greenhouse gases, regulated emissions, and energy use in transportation(GREET) model was used to collect index data for the comprehensive benefits of “shifting freight traffic from road to railway” in Tianjin, and the weights of the evaluation indexes were calculated by the entropy weight method. The comprehensive benefits of “shifting freight traffic from road to railway” in Tianjin from 2018 to 2021 were estimated accordingly, and they were 21. 13 million CNY, 44. 22 million CNY, 53. 20 million CNY, and 63. 56 million CNY,respectively. The following observations can be made from the results. The comprehensive benefits of “shifting freight traffic from road to railway” in Tianjin rise year by year with fluctuations. Among the comprehensive benefits, the economic benefit is the largest, followed by the social benefit and further by the environmental benefit. The comprehensive benefits increase with the freight volume and vice versa. Moreover, the comprehensive benefits of the measure are a result of continuous dynamic changes over time.
