高水平研究型大学促进人才高地建设的机制、路径与对策

摘　　要：高水平研究型大学在人才高地的建设和形成中发挥着重要作用。理论上,高水平研究型大学主要通过人才培养及使用主体与区域创新主体双重身份、教育吸引和就业吸引两种路径来促进人才高地建设。实践上,北京、上海和粤港澳大湾区已经具备了建设人才高地的一流大学基础。我国高水平研究型大学通过优质学位项目供给、灵活自主的专业设置、人才培养模式创新、直接和衍生就业岗位供给等途径促进了人才的引育和汇聚。为了更好地促进人才高地建设,高水平研究型大学还需要进一步提升教育吸引路径的人才吸引功能;提升就业吸引路径在青年人才、跨学科人才上的引育功能;促进双重身份的融合,建立校地协同的人才发展机制。High-level research universities play an important role in building and forming talent highlands.Theoretically,as a main actor in cultivating and employing talents,and the main body in regional innovation,high-level research universities contribute to talent highlands in two different ways.One is the educational attraction path,the other is the employment attraction path.Practically,top Chinese universities have already laid the ground for the construction of talent highlands in Beijing,Shanghai and GuangdongHong Kong-Macao Greater Bay Area.By providing high-quality academic programs,enabling flexible and independent course selection,innovating talents cultivating models,creating direct and indirect jobs and so on,Chinese high-level research universities successfully attract,cultivate and gather talents in and around university campuses.To perform greater functions in talent highlands in the future,high-level research universities need to further enhance the talent attraction function of educational attraction path;enhance the attraction and cultivation function of employment attraction path on young talents and interdisciplinary talents;promote the integration of dual identities and establish a collaborative talent development mechanism between the university and the local community.
