农村信用体系建设存在的问题及建议——以吉林白城为例

摘　　要：乡村振兴富裕路,信用建设是桥梁。打通农村金融服务“最后一公里”,需要打造良好的农村信用环境。积极营造“守信光荣,失信可耻”的氛围,有助于将农村信用体系建设向纵深推进。树立“人人争当信用户,村村争创信用村”的诚信意识,不仅疏通了农村信用体系建设在推广建设中的堵点,也使得更多的金融“活水”注入到乡村振兴的浪潮中来。而农村信用体系建设也恰恰在一定程度上也补齐了农村金融覆盖不全的短板。但目前该项工作的开展还存在征信工作权责界限不清、农村信用信息共享壁垒难突破、农户信用观念有待提升、农村信用贷款风险较高等诸多问题。本文以吉林白城为例,梳理出白城市农村信用体系建设的做法和举措,探究其中存在的问题和不足,并提出具有针对性的意见和建议。这对进一步完善农村信用体系建设,有效地构建社会信用体系具有重要的意义。The credit construction is the bridge for the prosperity of rural areas.To get through the"last mile"of rural financial services,we need to create a good rural credit environment.Actively creating an atmosphere of"honor in keeping faith and shame in breaking faith"will help to promote the construction of rural credit system in depth.The establishment of the integrity awareness of"everyone strives to be a credit user,and every village strives to create a credit village"not only clears the blocking points in the promotion and construction of rural credit system construction,but also makes more financial"living water"injected into the wave of rural revitalization.And the construction of rural credit system also complements the shortage of rural financial coverage to a certain extent.However,there are still many problems in this work.There are many problems,such as unclear boundaries between the rights and responsibilities of credit investigation,difficult to break through the barriers of rural credit information sharing,the need to improve farmers’credit concept,and the high risk of rural credit loans.This paper takes Baicheng,Jilin Province as an example to sort out the practices and measures of the construction of the rural credit system in Baicheng City,explore the existing problems and shortcomings,and put forward corresponding suggestions and suggestions.This is of great significance to further improve the construction of rural credit system and effectively construct the social credit system.
