摘　　要：目的建立一套研究型医院学科科技创新评价指标体系,为开展学科科技创新能力评价奠定基础。方法采用文献查阅、走访调研法初步构建研究型医院学科科技创新评估的指标体系方案,之后利用德尔菲法进行专家咨询,通过前2轮的咨询确定指标体系,再通过第3轮专家咨询,运用层次分析法确定指标体系权重。结果专家积极系数为100%,专家权威程度高,各指标均大于0.75,最终形成了包含5项一级指标,10项二级指标,24项三级指标体系。结论本研究基于投入、产出2个维度,构建了研究型医院医学学科科技创新评价指标体系,建立了标准化、规范化的学科科技创新的评估手段和方法,为医院学科科技创新发展提出建议,在政策上成为医学学科管理的有力抓手,为卫生主管部门学科建设整体规划提供理论支撑。Objective To establish the evaluation index system of scientific and technological innovation in research hospitals’subjects,to lay a foundation for the evaluating the scientific and technological innovation ability of subjects.Methods Using the methods of literature review and interview of experts,we preliminarily constructed the draft index body of subject scientific and technological innovation evaluation in research hospitals.Then,expert consultation was carried out through the Delphi method,and the index system was determined through two rounds of consultation.Then,through the third round of expert consultation,the weight of the index system was determined by the analytic hierarchy process.Results The positive coefficient of experts was 100%,and the high degree of expert authority,with all indicators greater than 0.75.Finally,a three-level index system,including 5 first-level indicators,10 second-level indicators,and 24 third-level indicators.Conclusion Based on the 2 dimensions of input and output,this study constructs the evaluation index system of medical subjects scientific and technological innovation in research hospitals,establishes standardized and normalized evaluation means and methods of subjects scientific and technological innovation,puts forward suggestions for the development of hospital subjects scientific and technological innovation,and becomes a powerful starting point for medical subjects management in the policy and provide theoretical support for the overall planning of subject construction of superior competent departments.
