摘　　要：[目的/意义]结合“全面建成小康社会新时期”“现代化强国建设筑基期”“体育外交战略升级期”三期交汇的背景,确定“十四五”期间体育高端智库建设方向,以期充分发挥体育高端智库在助力体育成为中华民族伟大复兴标志性事业的智囊作用。[方法/过程]采用文献资料法、归纳比较法,分析国内体育智库的发展现状,确定“十四五”期间体育高端智库建设的原则以及面临的问题,我国体育高端智库建设应树立问题意识,立足中国实践;树立服务意识,推动成果共享;树立全球意识,增强话语分量。通过梳理我国体育智库在组织结构、组织人员、组织业务方面存在的问题,为加快体育高端智库建设提供路径指引。[结果/结论]研究建议,“十四五”期间在宏观层面上,需加强顶层设计,为体育智库建设提供制度与法律保障;在中观层面上,应提高体育智库行业准入标准,完善智库行业管理机制;在微观层面上,要优化体育智库内部运行机制,提升内生发展动力。[Purpose/significance]Combining with the background of the three phases of“the new period of building a well-off society in an all-round way”“the foundation period of building a modern power”and“the upgrading period of sports diplomacy strategy”,this paper determines the construction direction of sports high-end think tanks during the 14th Five-Year Plan period,with a view to giving full play to the think tank role of sports high-end think tanks in helping sports become the symbolic cause of the great rejuvenation of the Chinese nation.[Method/process]By using the methods of literature,induction and comparison,this paper analyzes the development status of domestic sports think tanks and determines the principles and problems faced by the construction of high-end sports think tanks during the 14th Five-Year Plan period.The construction of high-end sports thinks tanks in China should establish a sense of problems and be based on the practice in China;Establish a sense of service and promote the sharing of results;establish global awareness and enhance discourse weight.By sorting out the problems existing in the organizational structure,personnel and business of sports think tanks in China,this paper provides path guidance for accelerating the construction of high-end sports think tanks.[Result/conclusion]The construction path of China’s high-end sports think tank is as follows;At the macro level,it is necessary to strengthen the top-level design to provide institutional and legal guarantees for the construction of sports think tanks;At the middle level,we should improve the market access standard of think tanks and improve the management mechanism of sports think tanks.At the micro level,it is necessary to optimize the internal operation mechanism of sports think tanks and enhance the endogenous development power..
