摘 要:PPP模式作为公共基础设施建设的主流模式之一,却一直存在落地率低、落地难的问题。本文以PPP项目落地率作为研究对象,运用文献研究法选取了来自政府、社会、项目本身的17个影响因素,通过解释结构模型分析了PPP项目落地率影响因素之间的逻辑关系,基于可达矩阵划分PPP项目落地率影响因素的层级关系,并绘制出层次地接结构图。研究结果表明:对PPP项目落地率影响最深的是政府层面的影响因素,社会层面的影响因素多处于中间层起到承上启下的作用,而来自项目本身的影响因素如项目的复杂程度则最为直接地影响到PPP项目的落地。As one of the mainstream modes of public infrastructure construction,PPP mode has always had the problems of low landing rate and difficult landing.This paper takes the landing rate of PPP projects as the research object,selects 17 influencing factors from the government,society and the project itself by using the literature research method,analyzes the logical relationship between the influencing factors of the landing rate of PPP projects by explaining the structural model,divides the hierarchical relationship of the influencing factors of the landing rate of PPP projects based on the reachability matrix,and draws the hierarchical grounding structure chart.The research results show that the most influential factors on the landing rate of PPP projects are the government level factors,and the social level factors are mostly in the middle layer to play a connecting role,while the influencing factors from the project itself,such as the complexity of the project,most directly affect the landing rate of PPP projects.
