摘　　要：档案的“发现”,是一种极有意思、极有意义的过程,通常能够带来“不可言说的欣喜”。档案的“发现”分为馆内和馆外两部分,馆内部分要求各档案馆做好档案资源的收集工作,从而在此基础上进行档案资源的挖掘工作;馆外部分要求各档案馆做好档案征集工作,通过加强档案宣传工作、制定合适的奖励机制,以及做好对外交流合作将留存在民间或散落在国外的档案征集进馆。各档案馆必须强化政治引领、把握时势走向,加快档案数字化进程、加大档案开放工作力度,同时注重档案宣传教育、强化档案资源管理,方能使档案的“发现”与发布收到事半功倍之良效。The ‘discovery’ of archives is a very interesting and meaningful process, often bringing about ’unspeakable joy’. The ‘discovery’ of the archives is divided into two parts inside and outside the museum, and the internal part requires the archives to to do a good job of collecting archival resources and excavate the archives resources on this basis;the outside part requires the archives to strengthen the publicity work, develop appropriate incentive mechanism, and make foreign exchanges and cooperation. All archives must strengthen the political guidance, grasp the current trend, speed up the process of the digitization, increase the opening work of archives, pay attention to the publicity and education of archives, and strengthen the management of archives resources, so that the ‘discovery’ and release of archives can get twice the result with half the effort.
