新时代中国共产党如何追究政府生态责任——职能阐析与优化路径

摘　　要：中国共产党是政府生态责任追究最为重要的核心主体,这既是坚持党的领导的题中之义,也是党的执政的内在要求,具有独特的制度价值、实践价值和理论价值。在我国现行国家治理体系和有关制度规定以及如火如荼的实践中,已经从追责的主体、对象、内容(事由)、途径(方式)等方面对新时代党履行政府生态责任追究的职能体系进行了初步定位,但目前仍存在着“同体问责”的固有局限、党政责任界定模糊、党内问责制度相对欠缺、党对合作追责机制协调不够等实践困顿。加强和优化新时代党对政府生态责任追究的职能履行,必须以习近平新时代中国特色社会主义思想为指导,坚持党的全面领导、责任界限适当明确、多种责任同样追究、多元主体合作追责和生态责任优先追究原则,不断完善异体追责以增强追责动力与效力,健全追责制度以促进追责公平与效率,提升追责能力以优化追责功能与效益。The Communist Party of China is the most important core subject of government ecological responsibility investigation,which is not only the meaning of adhering to the Party’s leadership,but also the internal requirements of the Party’s governance,with unique institutional value,practical value and theoretical value.In China’s current national governance system and related rules and practices,the functional system for the Party to fulfill the government’s ecological responsibility in the new era has been preliminarily positioned from the aspects of the subject,object,content(reason),and approach(method)of accountability.However,there are still inherent limitations of“same-person accountability”,the vague definition of the Party and government responsibilities,the relative lack of accountability within the Party,and the lack of coordination between the Party and the cooperative accountability mechanism.Strengthening and optimizing the performance of the Party’s function of investigating the government’s ecological responsibility must be guided by Xi Jinping’s new era of socialism with Chinese characteristics.We must adhere to the Party’s overall leadership,clear boundaries of responsibilities,multiple responsibilities,multi-subject cooperation,and ecological responsibility,constantly improve heterogeneous accountability to enhance the power and effectiveness of responsibility,improve the accountability system to promote the pursuit of fairness and efficiency,and enhance the ability to pursue responsibility to optimize the role and effectiveness of accountability.
