摘　　要：针对缺失从科学技术奖获奖成果视角研究科技奖励制度改革的制度作用和效应的现状,以2018年广东省科技奖励制度改革为切入点,综合运用统计分析法和社会网络分析法,对比分析改革前后获奖成果的特征及其变化,分析改革对广东省优质创新的作用效应。结果发现:改革后,广东省优质创新空间格局呈现创新空间扩大、粤港澳合作加深、珠三角创新组团创新策源能力进一步释放的趋势,进一步巩固了合作创新在创新生产中的主导地位,推动了跨域合作往高水平发展,并促使创新主体更加积极面向需求开展创新活动;此外,改革也对广东省优质创新整体网络和核心创新个体的创新网络产生多元影响。并进一步根据研究结论总结优质创新成果生成的共性规律,指出创新需求、合作创新和资源异质互补分别是优质创新成果生成的主要导向、主要方式和关键支撑。基于此,从完善产学研合作创新政策体系、调动企业研发创新积极性等方面提出相关政策建议。In view of the lack of research on the institutional role and effect of the reform of science and technology award system from the perspective of science and technology award achievements, taking the reform of science and technology award system in Guangdong province in 2018 as the entry point, this paper comprehensively uses the statistical analysis and social network analysis method to compare and analyze the characteristics and changes of prize-winning achievements before and after the reform, and analyzes the effect of reform on quality innovation in Guangdong. The results show that: after the reform, the spatial pattern of quality innovation in Guangdong has showed a trend of expanding innovation space, deepening cooperation between Guangdong, Hong Kong and Macao,and further releases the innovation policy source capacity of the innovation group in the Pearl River Delta, which further consolidates the leading role of cooperative innovation in innovation production, promots the cross-regional cooperation to a high level, and encourages innovation subjects to carry out innovation activities more actively to meet the needs. In addition, the reform also has multiple impacts on the overall quality innovation network and the innovation network of core innovation individuals in Guangdong. Furthermore, according to the research conclusions,it summarizes the common rules of the generation of high-quality innovation results, and points out that innovation demand, cooperative innovation and heterogeneous resource complementarity are the main guidance, main ways and key supports of the generation of high-quality innovation results respectively. Based on this, relevant policy suggestions are put forward from the aspects of improving the policy system of industry-university-research cooperation innovation and mobilizing enterprises’ enthusiasm for R&D innovation.
