摘　　要：“十四五”是实现巩固拓展脱贫攻坚成果与乡村振兴有效衔接的关键时期,能否正确评价巩固拓展脱贫攻坚成果与乡村振兴有效衔接工作绩效,及时发现存在问题并针对问题提出解决建议具有社会意义。本文遵循党中央国务院关于在五年过渡期内严格执行“四个不摘”政策、压紧压实各级党委和政府责任、牢牢守住不发生规模性返贫的底线,参考《巩固脱贫成果后评估办法》,对构建脱贫攻坚成果与乡村振兴有效衔接评价指标体系进行深入探讨。The 14th Five-Year period(2021-2025) is a crucial period for effectively consolidating the results of poverty elimination with rural revitalization. Hence, it is of social significance to correctly assess the results of that, and to detect existing problems in time and make recommendations for improvement. This paper makes an in-depth discussion on how to construct the assessment index system for consolidating the results of poverty elimination with rural revitalization with reference to Post-assessment Method for Consolidating the Results of Poverty Elimination. This assessment index system is in accordance with the instructions of the CPC Central Committee and the State Council to strictly implement the "four abdication of responsibilities" policy during the five-year transition period, to effectively implement the responsibilities of Party committees and governments at all levels, and to firmly ensure that a large-scale reemergence of poverty will not happen.
