摘　　要：医疗器械采购事关公立医院诊疗水平、医疗安全、运营效率以及高质量发展的实现。当前,医疗器械采购在一定程度上还存在质价不符、效率不高、交易成本高、存在区域壁垒以及合同执行监督难等问题。以苏州大学附属第一医院医疗器械采购实践为例,根据加快建设全国统一大市场的意见要求,提出公立医院医疗器械采购策略转型方案。从破除区域壁垒、加快资金回流、注重产权保护、完善交易平台建设和强化合同执行监督等方面入手,健全公立医院内部控制机制和提升高质量发展水平,为进一步优化公立医院市场行为提供借鉴。As an important part of market operation, medical device procurement is related to the diagnosis and treatment level, medical safety, operational efficiency, and high-quality development of public hospitals. At present, there are still problems such as inconsistent quality and price, low efficiency, high transaction costs, regional barriers, and difficulty in contract execution supervision in the procurement of medical devices. Taking the medical device procurement practice of the First Affiliated Hospital of Soochow University as an example, according to the opinions and requirements of accelerating the construction of a unified national market, a transformation plan for the procurement strategy of medical devices in public hospitals is proposed. Starting from the removal of regional barriers, speeding up the return of funds, focusing on property rights protection, improving the construction of trading platforms, strengthening the supervision of contract execution, improving the internal control mechanism of public hospitals, and improving the level of high-quality development,providing a reference for further optimizing the market behavior of public hospitals.
