我国数字营商环境建设论略:突出问题与优化措施

摘　　要：改革开放40多年来,我国传统意义上的营商环境不断改善。毋庸置疑,营商环境的改善有助于整个经济的发展。当前,全球经济格局呈现新的竞争态势,我国也已经进入新发展阶段,数字经济加速发展,与此同时,数字营商环境这一概念开始被普遍使用。本文在传统营商环境基础上对数字营商环境进行概念界定,并针对数字营商环境建设中存在的数字基础设施建设区域不平衡、数字政府建设创新能力和协调能力不足、数字营商环境相关法律法规不完善以及评价体系缺失等突出问题进行重点分析。基于此,我国应着力构建现代化数字基础设施体系,大力推进数字政府建设,提升数字营商环境法治化水平,科学构建数字营商环境评价指标体系。Over the past 40 years of reform and opening up, our country’s traditional business environment has been continuously improved.There is no doubt that the improvement of the business environment will contribute to the development of the whole economy.At present, the global economic pattern presents a new competitive situation, China has entered a new stage of development, and the digital economy has accelerated its development.At the same time, the concept of digital business environment has begun to be widely used.This paper focuses on how to define the concept of digital business environment in the new development stage.The digital business environment can be divided into a broad sense and a narrow sense.Then the paper focuses on the problems of unbalanced digital infrastructure construction, weak innovation of digital government services, imperfect laws and regulations related to digital business environment, and lack of evaluation system in the construction of digital business environment.Therefore, China should consolidate the construction of digital infrastructure, vigorously promote the construction of digital government, improve the legal level of the digital business environment, and scientifically build the evaluation index system of the digital business environment.
