信息干预可以提高农村居民生活垃圾分类效果吗——来自太湖流域农户行为实验的证据

摘　　要：源头分类是解决农村生活垃圾治理的主要思路,在农村人居环境整治三年行动方案收官之际,面对经济型政策效果持续性不强问题,迫切需要重视环境、健康及技术信息等非经济型政策的干预功能。本文针对当前农村居民生活垃圾分类状况,以太湖流域为案例区,通过开展行为实验,探讨信息干预对农村居民生活垃圾分类效果的影响及机制。研究结果表明,信息干预能够显著改善农村居民生活垃圾分类效果,且技术信息干预效果强于环境信息和健康信息,可见农户对垃圾分类知识的掌握是提高垃圾分类效果的重要前提;对不同垃圾类别而言,信息干预效果存在异质性,其中,可回收垃圾、厨余垃圾和其他垃圾,环境信息干预效果最为显著,对于有害垃圾,技术信息干预效果最为显著;研究还发现,和谐互助的社区氛围也是信息干预产生显著效果的重要基础。因此,各地政府在推进农村生活垃圾分类过程中应当按照“技术信息干预—环境信息干预—健康信息干预”的优先序进行,但也应结合当地生活垃圾分类现状,明确欠缺分类的垃圾类别,因地制宜地选择信息干预内容,同时提高乡村治理水平,营造良好和谐的社区环境,高效实现生活垃圾分类效果的改善。Source separation is the main method to solve the problem of rural waste treatment.At the end of the Three-year Action Plan for Improving the Rural Living Environments,there is an urgent need to pay attention to the information intervention concerning the environment,health,and technology as the effect of economic policies last too short.In view of the current status of rural waste treatment,this study explored the mechanism and significance level of an information intervention on the classification effect of farmers in the Taihu Lake Basin through a behavioral experiment.Results show that information intervention can significantly improve the effect of farmers’ waste classification,and the effect of technical information intervention is stronger than environmental information and health information.It can be seen that farmers’ knowledge of waste classification is an important prerequisite for improving the effect of waste treatment.In other words,the effect of information intervention is heterogeneous.The effect of environmental information intervention is the most significant on recyclable garbage,kitchen waste,and other garbage while the effect of technical information intervention is the most significant on harmful garbage.In addition,a harmonious and mutual-aid community atmosphere also influences the effect of information intervention.Therefore,local governments should follow the priority of technical information intervention-environmental information intervention-health information intervention in the process of promoting rural waste treatment.Additionally,the current status of local waste treatment should also be taken into consideration when choosing the proper contents for information intervention.At the same time,efforts should be made to improve the level of community governance,create a good and harmonious community environment,and efficiently improve the effectiveness of rural waste treatment.
