摘　　要：完成“双碳”目标,发出中国减排之声是我们必须承担起来的重要的和迫切的任务,只有切实的解决好碳排放问题,才能从根本上实现绿色发展。分析归纳了国内外碳排放治理前沿理论思想,论证了政府主体与市场主体在“双碳”目标约束下进行碳排放治理的模式以及治理路径,分析论证了市场主体与政府主体在“双碳”目标约束下协同治理机制框架,基于此,提出了要构建适配“双碳”目标的财政政策体系、提高碳排放权交易市场活性及有效性、制定以“双碳”目标为导向的阶段性碳排放治理策略等政策建议。It is an important and urgent task to achieve the“double carbon”goal and make the voice of China s emission reduction.Only by effectively solving the problem of carbon emissions could fundamentally achieve green development.This paper analyzed and summarized the frontier theoretical ideas of carbon emission governance at home and abroad,demonstrated the model and governance path of carbon emission governance between government and market subject under the constraint of“dual carbon”goals.It analyzed and demonstrated the framework of collaborative governance mechanism between market subject and government subject under the constraint of“dual carbon”goals,and proposed to build a financial policy system suitable for“dual carbon”goals to improve the activity and effectiveness of carbon emission trading market,and formulate staged carbon emission governance strategies guided by the“double carbon”goal.
