普惠农业保险助力农业转型升级——基于新型农业经营主体的视角

摘　　要：提高农业保险的普惠水平,充分发挥其风险保障与经济补偿的功能,对农业产业发展具有重要意义。文章构建普惠农业保险、农业转型升级综合评价指标体系,使用熵值法对综合评价指标进行测度,并通过面板数据回归模型实证检验了普惠农业保险发展对农业转型升级的促进作用。基准回归结果表明,普惠农业保险发展速度每提高1个单位,农业转型升级发展速度将提高0.031个单位。在经过稳健性检验、采取工具变量法缓解内生性之后,实证结论依然成立。进一步检验作用机制可得,普惠农业保险促进了新型农业经营主体的发展,新型农业经营主体又作为农业产业现代化的重要载体推动农业产业转型升级。It is of great significance for the development of agricultural industry to improve the inclusive level of agricultural insurance and give full play to its functions of risk protection and economic compensation. This study constructs a comprehensive evaluation index system of inclusive agricultural insurance and agricultural transformation and upgrading, measures the comprehensive evaluation index by using entropy method, and empirically tests the promoting effect of inclusive agricultural insurance development on agricultural transformation and upgrading by means of panel data regression model. The benchmark regression results show that the development speed of agricultural transformation and upgrading will increase by 0.031 unit when the development speed of inclusive agricultural insurance increases by 1 unit;and the empirical conclusions remain valid after the robustness test is conducted and the endogeneity is alleviated by adopting instrumental variable method. Further testing of the action mechanism shows that inclusive agricultural insurance has promoted the development of new agricultural business entities which, as an important carrier of agricultural industry modernization, has in turn promoted the transformation and upgrading of agricultural industry. The conclusions of this study have certain theoretical and practical value for dealing with inclusive agricultural insurance and agricultural development issues.
