摘 要:随着航运事业的快速发展,海上船舶密度日渐增加,船舶对海洋环境污染的风险越来越大,保护海洋环境成为全人类共同遵守的准则。2018年新修订的《中华人民共和国海洋环境保护法》已生效,同年新修订的《船舶污染物排放标准》(GB3552—2018)也替代了沿用三十余年的老标准。但部分船舶现有的生活污水处理方式不能满足新的规范要求。本文以南海救助局的9 000千瓦救助拖轮为例,通过对救助船的特性、结构分析,设计加装生活污水收集排放装置,确保在履行海上救助职责的基础上,采取行之有效的措施,避免对海洋环境造成污染。With the rapid development of shipping industry,the density of ships on the sea is increasing day by day,and the risk of pollution to the marine environment from ships is increasing. The protection of the marine environment has become a common rule for all mankind to abide by. The newly revised Marine Environmental Protection Law of the People’s Republic of China has come into force in 2018,and the newly revised Discharge Standard of Pollutants from Ships(GB3552—2018)in the same year also replaces the old standard that has been in use for more than 30 years. However,the existing domestic sewage treatment methods of some ships cannot meet the new specification requirements. This paper takes the 9 000 kilowatt rescue tug of the South China Sea Rescue Bureau as an example,and through the analysis of the characteristics and structure of the rescue ship,designs and installs domestic sewage collection and discharge devices to ensure that effective measures are taken to avoid pollution to the marine environment on the basis of performing the responsibilities of maritime rescue.
