摘 要:政治势差结构是对中国城市间等级关系的一种理论解释,概括了部分城市凭借政治势能的优势持续稳定地获取优质发展资源的现象。基于结构—过程分析方法,通过引入政治势能和市制的资源属性两个解释变量及其四大影响因素——政府层级、行政级别、政治地位和职责权限,分析中国城市等级关系的形成过程。其中,四大因素相互作用,连接了制度与制度之外、组织与官员、多重党政因素、静态联系与动态过程等环节。从实践看,政治势差结构通过资源配置、项目分发、政府交往等三大机制对城市的发展产生作用。虽然这一结构有利于资源集聚,助力大城市实现超常规的发展,但不利于城市间的公平竞争,对城市群建设、跨域治理也产生了消极影响。只有建立势差弱化的新型市制,才能深入推进全国范围内各类城市的协调发展和城市治理现代化。The structure of political potential energy gap is a theoretical explanation of the hierarchical relationship between Chinese cities. It summarizes a phenomenon that some cities continuously and stably obtain high quality development resources by virtue of the advantages of political potential energy. Based on the structure-process analysis method, this paper introduces two concepts of political potential energy and the resource attribute of city systems and its four influencing factors-government level, administrative level, political status and responsibility and authority, and analyzes the formation process of urban hierarchical relationship in China. Among them, the four factors interact to connect the links such as system and outside the system, organization and officials, multiple party and government factors, static connection and dynamic process. In practice, the structure of potential energy gap plays a role in urban development through three mechanisms: resource allocation, project distribution and government communication. Although this structure is conducive to resource agglomeration and contributes to the unconventional development of large cities, it is not conducive to fair competition among cities and has a negative impact on the construction of urban agglomeration and cross regional governance. Only by establishing a new city system with weakened potential gap can we further promote the coordinated development of various cities and the modernization of urban governance throughout the country.
