摘　　要：农村集体经济兼具公共性和市场性,是推动农村居民实现共同富裕的重要经济形态,因此探讨农村集体经济的有效实现形式具有一定的现实意义。基于公共池塘资源理论,在构建内源式整合和外源式嵌入相结合的农村集体经济有效实现形式理论框架的基础上,以成都市的试点改革为例进行剖析,提出农村集体经济有效发展的实现路径。研究表明,为促进农村集体经济有效发展,对内需要借助乡贤权威,实现集体资源积累;创新制度安排,实现集体经济共治;以股权合理化配置为核心,实现集体经济收益共享,以形成内源式整合,提高集体经济组织运行效率。对外需要与市场经济相接,拓展外部要素合作,通过自主经营、跨区联合、企业化合作等经营模式创新释放经营活力,实现集体资产保值增值。最终通过内外互动,形成推动农村居民实现共同富裕的长效机制。Rural collective economy is both public and market-oriented, and it is an important economic form to promote the common prosperity of rural residents, so it is of practical significance to explore the effective realization form of rural collective economy. Based on the theory of public pond resources, a theoretical framework of effective realization form of rural collective economy combining endogenous integration and exogenous embedding is constructed, and a pilot reform in Chengdu city is used as an example to analyze and then propose a realization path for effective development of rural collective economy. The study shows that in order to promote the effective development of the rural collective economy, it is necessary to realize the accumulation of collective resources internally through the authority of village sages;to realize the shared governance of the collective economy through innovative institutional arrangements;and to realize the sharing of collective economic benefits with the rationalization of equity allocation as the core, so as to form endogenous integration and improve the operational efficiency of collective economic organizations. Externally, it is necessary to connect with the market economy, expand external factor cooperation, and release operational vitality through innovation in business models such as independent operation, cross-district association, and enterprise-based cooperation to achieve value preservation and appreciation of collective assets. Through internal and external interaction, a long-term mechanism will eventually be formed to promote the common prosperity of rural residents.
