乡贤能人带动乡村产业振兴的效应分析与问题规避--基于乌兰察布市和兴安盟的田野调查

摘　　要：我国全面脱贫任务完成后,如何依托乡村振兴战略接续推动长效减贫,巩固脱贫攻坚成果成为理论探究的焦点问题。通过对内蒙古乌兰察布市和兴安盟依托乡贤能人带动农牧民生计提升案例的分析发现,面对惠农政策和资金下沉过程中的政府行政成本高、目标契合度低、村民自主能动性差、外来企业重利淡情等问题,实施乡贤能人带贫治村,释放能人效应成为乡土背景下乡村治理的适应性选择。但是,能人治村可能并行“精英俘获”现象,导致资源获得的“马太效应”,精英俘获与能人效应存在着二律背反困境。基于此,应通过夯实多元利益联结的治村格局,完善系统精准的监督评估体系,重塑公开公平的资源配置机制,激发有序参与的主体意识,提高国家自主性、再造地方公共性、激发农民主体性,破解能人治村治贫的实践困局,推进乡村产业振兴。After the completion of China's comprehensive poverty alleviation task,how to rely on the rural revitalization strategy to promote long-term poverty reduction and consolidate the achievements of poverty alleviation has become the focus of theoretical research.Through the capable persons leading case analysis of Wulanchabu and Xing'an league in Inner Mongolia,it is found that in the face of the problems such as high administrative cost,low compliance between government objectives and village rules and regulations,poor autonomy of villagers,and foreign enterprises'emphasis on profits and indifference in the process of preferential agricultural policies and fund sinking,it is an adaptive choice for rural governance under the rural background to implement the local talents to lead the poor to govern the village,and to release the capable person effect.However,there is a phenomenon of elite capture in the village ruled by capable people,which leads to the Matthew effect of resource acquisition.There is a dilemma of antinomy between elite capture and capable person effect.Based on this,it is necessary to strengthen the village governance pattern of multiple interests,improve national autonomy,rebuild local publicity,stimulate farmers'subjectivity,solve the practical dilemma of capable people governing villages and poverty,and promote the revitalization of rural industries.
