摘 要:“双碳”目标下新型电力系统对灵活性资源需求迫切,基于灵活性机理基础,对比分析径流式水电、蓄水式水电和抽水蓄能电站灵活性差异和影响因素,提出水电智能化改造、混合式抽水蓄能电站改造、蓄水式水电等效储能、存量水电扩机灵活性提升的四种路径;梳理国际最新典型案例,阐述水电灵活性提升四种途径中的关键技术及工程经济性优势;基于安全稳定性、经济性和灵活性3个目标,提出水电灵活性提升评价框架;以构思混合式抽水蓄能电站为算例,厘清水电灵活性提升仿真分析框架。结合存量水电特性和电力灵活性需求,凝练我国存量水电灵活性提升路径和未来研究重点。To achieve the carbon peaking and carbon neutrality goal,more demanding flexibile sources in future power systems with high shares of variable renewable energy are needed.Based on the flexibility mechanism in power systems,flexibility difference of the three types of hydropower,i.e.run-of-river hydropower,reservoir hydropower and pumped storage hydropower,are studied.Four approaches to promoting hydropower flexibility are proposed,which are intelligently upgrading of hydropower facilities,hybrid pumped storage hydropower with conventional reservoir hydropowers,reservoir hydropower dispatched as a virtual energy storage,capacity addition on an existing hydropower plant(i.e.capacity expansion).The key technologies and costbenefit analysis are discussed for each flexibility promoting approach.And then based on the three targets of safety and stability,economy and flexible resource adequacy for the hydropower flexibility promotion,an evaluation framework for hydropower flexibility promotion is proposed.The Gou Pitan to Si Lin hybrid pumped storage hydropower is built where the Goupitan Hydropower reservoir as the upper reservoir and Silin Hydropower reservior as the lower reservior.Flexibility promoting model concept of the Goupitan to Silin hybrid pumped storage has been designed.For the coupled system combing the existing hydropower characteristics with demanding flexibility in future power system in China,the key research to each approach’s realization are proposed.
