高校非教学机构体制机制改革创新案例研究——以金陵科技学院为例

摘　　要：非教学机构是维持高校日常运作的服务与管理部门,是实现高校内部治理现代化的组织基础。教育新时代,在党和国家机构改革进程中,高等学校也掀起了非教学机构体制机制改革创新的热潮。文章依托金陵科技学院人力资源优化项目,对江苏省内外59所高等学校进行调研分析,结合深度访谈,重点从非教学机构设置的特点、存在的问题等方面分析了金陵科技学院非教学机构现状,围绕学校发展目标、大部制改革、动态调整优化机制等3个原则,提出了金陵科技学院非教学机构体制机制改革创新方案,以期为同类应用型高校内部管理机构改革创新提供实践参考。Non-teaching institutions are the service and management departments that maintain the daily operation of colleges and universities, and are the organizational basis for realizing the modernization of internal governance of colleges and universities. In the new era of education, in the process of institutional reform of the Party and the state, colleges and universities have also set off an upsurge of institutional reform and innovation in non-teaching institutions. Relying on the human resources optimization project of Jinling Institute of Technology, the article has carried out research and analysis on 59 colleges and universities in and outside Jiangsu province, combined with in-depth interviews, and analyzed the current situation of non-teaching institutions of Jinling Institute of Technology from the aspects of the characteristics and existing problems of the establishment of non-teaching institutions, and around the three principles of the school’s development goals, the reform of major departments, and the dynamic adjustment and optimization mechanism. This paper puts forward the reform and innovation plan of the system and mechanism of the non-teaching institutions of Jinling Institute of Technology, with a view to provide practical reference for the reform and innovation of the internal management institutions of similar application-oriented universities.
