摘　　要：成都调控中心以“精调两库水,力保一江安”为使命,在管理、生产中始终坚持“安全第一、预防为主、综合治理”安全方针,“遵循以人为本、安全发展”安全原则,结合独特创新的“调控一体化”管理模式,以科学发展的角度,从制度、宣传、培训、总结、责任、台账、科研等多方面,就调度管理安全建设进行深入探索和实践,将部门打造成流域梯级电站调度安全管理一流班组。With the mission of"fine-tuning two reservoirs of water and ensuring the safety of one river",Chengdu Control Division has been adhering to the safety policy of"safety first,prevention first and comprehensive treatment"in management and production,following the safety principle of"people-oriented and safe development",combined with the unique and innovative"regulation integration"management mode and from the perspective of scientific development,in-depth exploration and practice are conducted on the safety construction of dispatching management in terms of the system,publicity,training,summary,responsibility,account,scientific research and other aspects so as to build the first-level teams in dispatching safety management for cascade hydropower stations in the basin.
