长三角省际合作园区合作模式研究——基于组态分析的视角

摘　　要：文章以跨组织合作理论为参照,运用模糊集定性比较分析方法(fsQCA),使用2008—2019年成立的长三角35家省际合作园区数据,检验了制度邻近性、地理邻近性、组织邻近性3个环境条件与目标相依性、资源互补性、治理协同性3个组织条件对合作园区绩效的组态效应。研究发现:产业转移型、治理型、同城化协作型3种合作园区产生高绩效;环境条件与组织条件之间具有明显的互补关系;由组织不邻近的合作方(如政企)共建的产业园区,若合作方之间目标相依性低且资源互补性低,则产生低绩效合作园区的概率明显增大。研究结果为已有合作园区研究提供新的视角,为合作园区战略定位、合作方选择、内部治理机制设计等提供实践指导。Taking the interorganizational collaboration theory as reference theory,using the fsQCA method and data of 35 inter-provincial cooperation parks established in the Yangtze River Delta from 2008 to 2019,this paper tests configuration effects of the three environment conditions of institutional proximity,geographical proximity and organizational proximity and the three organizational conditions of goal dependence,resource complementarity and governance synergy on the performance of cooperation park.The results show that the three types of cooperation parks of industrial transfer type,governance type and urban integration type produce high-performance;there is an obvious complementary relationship between environmental conditions and organizational conditions;for the industrial park jointly built by the partners(such as government and enterprises)not adjacent to the organization,if the goal dependency between the partners is low and the resource complementarity is low,the probability of producing a low-performing cooperation park will increase significantly.The results provide a new perspective for the existing research of cooperation park and practical guidance for strategic positioning,partner selection,and internal governance mechanism design of cooperation park.
