创新与环保政策组合对朴素式创新的驱动效应研究

摘　　要：朴素式创新现已成为解决资源匮乏问题的重要手段,然而对于创新政策和环保政策组合如何驱动企业朴素式创新尚未有定论。文章以中国31个省份为案例样本,应用模糊集定性比较分析(fsQCA)和必要条件分析(NCA)探究了创新政策和环保政策组合对朴素式创新的多重并发驱动机制。研究发现:单一的创新政策和环保政策均无法有效激励企业朴素式创新,需要政策组合联动匹配促进朴素式创新;产生高朴素式创新的政策组合路径包括两种,即人才与技术导向下环保执法驱动型、人才与投资导向下环保投入驱动型;产生非高朴素式创新的政策组合路径只有一种,且与导致高朴素式创新的路径存在非对称性。Frugal innovation has now become an important means to solve the problem of resource scarcity.However,there is no conclusion on how the combination of innovation policy and environmental protection policy can drive frugal innovation.This paper takes 31 provinces in China as case samples,using fuzzy set Qualitative Comparative Analysis(fsQCA)and Necessary Condition Analysis(NCA)to explore the impact of innovation policy and environmental protection policy combination on multiple concurrent causal mechanisms of frugal innovation.It is found that a single innovation policy or environmental protection policy cannot effectively stimulate frugal innovation,and the linkage and matching of policy portfolios are needed to promote frugal innovation;there are two kinds of policy combination paths to generate high frugal innovation.Namely,talents and technology-oriented environmental law enforcement-driven,talent and investment-oriented environmental protection investment-driven;there is only one policy combination path that leads to non-high frugal innovation,and it is asymmetry with the path that leads to high frugal innovation。
