摘  要:比较优势理论为认识高等教育第三方评价提供了新的视角。在深入推进《深化新时代教育评价改革总体方案》背景下,高等教育第三方评价相较于第一方评价、第二方评价具有客观公正、专业性强、独立多元、协商缓冲的比较优势,但目前实践中存在高等教育第三方文化认同感不足、法律地位缺失、政府职能转变不充分、行业规范不健全等问题。为此,“精神提炼,以社会主义核心价值观促进高等教育第三方文化认同”“崇法善治,以依法治教破除教育治理政策化的路径依赖”“管理创新,以政府职能转变拓展高等教育第三方评价发展空间”“专业自治,以细分优势提升高等教育第三方评价行业的专业权威”,是高等教育第三方评价发展的改进路径。The theory of comparative advantage provides a new perspective for understanding the third-party evaluation of higher education.Under the background of deepening the Overall Plan of Education Evaluation Reform in the New Era,the third-partyevaluation has comparative advantages of objectivoty,fairness,professionalism,independence and diversity,and negotiation buffer compared with the first-party and second-party evaluation.But at present,there are some problems in practice,such as the lack of third-party cultural identity in higher education,the lack of leagal status,inadequatetransformation of government function,and the imperfection of the industry norms.Therefore,we should refine the spirit and promote the third-party culture recognition of higher education with socialist core values.Respect the law and govern rationally,and break the path dependence of educational governance policy by governing education according to law.Management innovation:expanding the development space of third-party evaluation of higher education with the transformation of government functions.Professional autonomy,which promotes the professional authority of the third-party evaluation industry in higher education with subdivision advantages,is an improvement path for the development of third-party evaluation in higher education.
