数字鸿沟与城市老年人的社区参与——基于多元主体治理的视角

摘　　要：数字时代的加速来临,使许多城市老年人因数字鸿沟的阻碍而不能积极参与城市社区文娱活动、志愿性活动以及自治性社区参与等与其利益有关的各项活动。溯其根源,既有老年人自身学习智能技术意识欠缺的原因,也有政府职能部门协作与引导不力的原因;不仅有家庭给予老年人的帮助不足的原因,也有社区服务老年人“主场”意识淡薄的原因,还有智能电子产品企业对老年人支持不足等多方面的原因。要想助力城市老年人跨越数字鸿沟,激发他们社区参与的主体能动性,亟需增强老年人“自信力”以提高其数字产品使用能力,发挥政府“引导力”以加强系统治理,提升家庭的“源动力”以增加老年群体的数字自信,突出社区“主场”优势为老年群体数字赋能,优化企业“协同力”以提升服务水平。With the accelerating advent of the digital age,many urban seniors fail to actively participate in various activities concerning their interests,such as urban community cultural and recreational activities,voluntary activities,and autonomous community participation due to the obstacles of the“digital divide”.As for its roots,there are not only the lack of awareness of the seniors themselves in learning smart technology but also the inadequate collaboration and guidance by government functional departments,not only the insufficient help to them provided by the family,but also the weak awareness of community services for them,and the lack of support for them from smart electronics companies.Accordingly,in order to help urban seniors cross the digital divide and stimulate their motivation for community participation,it is urgent to enhance their“self-confidence”and improve their ability to use digital products,bring into play the“guiding power”of the government to strengthen system governance,improve the“source power”of families to make the seniors more confident in using digital products,highlight the“home field”advantage of communities to empower seniors digitally and optimize the“coordination”of enterprises to improve service levels.
