摘　　要：船舶交通管理中心(VTS)值班员的适任能力直接决定VTS远程监管和服务的运行质量和效能发挥,对VTS值班员的适任能力进行科学、客观评价,可有效推动VTS工作。本文通过层次分析法(AHP)和逼近理想解排序法(TOPSIS),构建VTS值班员的适任能力评价模型,实践表明该评价模型是有效且可行的。The competence of Vessel Traffic Service Center(VTS)duty officer directly determines the operation quality and efficiency of VTS remote supervision and service.Scientific and objective evaluation of the competence of duty officer can effectively promote the work of VTS center.In this paper,the Analytic Hierarchy Process(AHP)and the Technique for Order Preference by Similarity to an Ideal Solution(TOPSIS)are used to build the evaluation model of duty officer’s competence.Combined with practice,the evaluation model is effective.
