摘 要:基于公开文献和专家问卷对港口波浪能电站开发的选址决策进行主、副因素分析,运用层次分析法得到各主、副因素的决策权重,建立港口波浪能电站选址多指标决策模型。通过层次分析法和理想解排序方法结合,改善了专家决策的主观化、随意性缺点,使备选站址的排序更有区分度,以各港口波浪能量、自然条件、环境评价和经济适宜性指标值作为选址依据,使选址过程定量化。进一步地,选取中国沿海多个具有代表性的港口波浪能开发站址,对各备选站址开展多指标决策研究。结果表明:典型主、副因素条件下,在选取的多个港口波浪能开发站址中,建议优先开发站址为台湾地区高雄港,次优站址为海南三亚港。Based on the literature and expert questionnaires,the main and subsidiary factors are discussed for the site selection of the port wave power station,and the decision weight of each main and subsidiary factor is obtained by using analytic hierarchy process(AHP)method.Then,the multi-index decision-making model for wave power station site selection among coastal ports is established.Through the combination of AHP and ideal solution sorting method,the subjectivization and randomness of expert decision-making are improved to make the sorting of candidate sites more discriminative.The process of site selection is quantified on the basis of wave energy resource reserve,natural conditions,environmental assessment and economic suitability index values.Furthermore,a number of representative ports along the coast of China are selected for wave energy utilization,and the proposed multi-index decision-making model is applied.The results show that,in consideration of typical main and subsidiary factors,the priority development site is Kaohsiung Port in Taiwan Province,and the sub-optimal site is Sanya Port in Hainan Province among the selected port sites.
