摘 要:加强长江中下游河道治理与保护,是保障中下游地区防洪安全、生态安全、供水安全、通航安全和河势稳定的基础。在分析三峡水库蓄水运用以来长江中下游河道水沙条件、河床冲淤、江湖关系变化的基础上,全面梳理了长江中下游河道治理与保护存在的主要问题和面临的新形势,围绕持续做好河道监测、滚动研究、崩岸预警、崩岸应急抢护、护岸岁修加固等工作,对长江中下游河道治理与保护长效机制进行了探讨。Regulation and protection of river course lays a foundation for the flood control safety,ecological safety,water supply safety,navigation safety and river regime stability in the middle and lower reaches of the Changjiang River.Having analyzed the changes in water and sediment conditions,riverbed erosion and siltation,as well as river-lake relationship since the impoundment and operation of the Three Gorges Reservoir,we sum up the main problems and new situations in the regulation and protection of the middle and lower reaches of the Changjiang River.With emphasis on continuous river monitoring,dynamic research,bank collapse warning,bank collapse emergency protection,annual bank protection and reinforcement,we discuss the long-term mechanism of regulation and protection in the middle and lower reaches of the Changjiang River.
