江苏省长江洲滩防洪管理适应性分析及思考

摘　　要：江苏省长江洲滩人口密集,开发利用程度高,经济体量大,然而现状洲滩定位不清晰,缺乏规划支撑,给防洪治理带来了巨大困难。从经济社会发展、防洪保安、运用与管理等方面分析了现状洲滩防洪管理的适应性,提出深入全面摸排洲滩情况、系统评估洪水风险、研究建立行蓄洪区行洪运用补偿及投入保障机制等建议,并对洲滩分类管理原则和方案进行了初步探索。The Changjiang River beach in Jiangsu Province is densely populated,highly developed and utilized.The unclear orientation and lack of planning support of the beach have brought about great difficulties to flood control.We probe into the adaptability of current flood control management for the beach from aspects of economic and social development,flood control security,operation and management.Suggestions are proposed such as conducting a comprehensive survey on the situation of the beach,assessing the flood risk systematically,and establishing the flood discharge compensation and investment guarantee mechanism in the flood storage area.In addition,the principles and schemes of classified management of the beach are preliminary studied.
