新形势下长江中下游干流河道治理思路探讨

摘　　要：长江中下游干流河道治理事关长江经济带的防洪安全和经济社会发展大局。在回顾长江中下游干流河道治理历程及思路转变的基础上,分析了干流河道治理存在的主要问题、面临的新形势与新需求,探讨了新形势下长江中下游干流河道治理的思路。长江中下游干流河道治理核心在于治水,后续应在塑造优良河势的基础上,构建泄洪通道、黄金航道、经济廊道、生态通道、文化通道等五大战略通道。Regulation of the mainstream of middle and lower Changjiang River is closely related to the flood control safety and social development of the region.The history of river regulation in the study area and the transform of regulation idea are reviewed first.On this basis,the main problems,new situations and demands of river regulation in the mainstream are scrutinized.Moreover,the idea of river regulation under the new situation is discussed.The core of river regulation in the mainstream of middle and lower Changjiang River lies in water control.In future,five strategic channels,namely,flood discharge channel,golden waterway,economic corridor,ecological channel,and cultural channel,should be constructed based on an favorable river regime.
