共同富裕视域下已脱贫人口返贫风险与防控路径——基于对内蒙古A旗的调查

摘　　要：实现共同富裕最艰巨最繁重的任务仍在农村,抵御已脱贫人口返贫既是乡村振兴的关键之举,也是实现城乡共同富裕的必然之举。因此需要在深入剖析已脱贫人口面临的返贫诱致因素基础上构建实用型的防返贫阻断路径。内蒙古A旗已脱贫人口面临发展基础薄弱、发展意识淡薄、发展潜力脆弱与发展受益不足等返贫风险,必须通过拓宽就业渠道、鼓励脱贫户适度规模经营等措施夯实已脱贫人口的生存基础;积极培育更多的致富带头人、完善致富带头人与农户的利益联结机制提升已脱贫户的发展受益度;以“造血”为手段推进已脱贫人口共同富裕。The most arduous and onerous task to achieve common prosperity still lies in rural areas.Preventing people who have been lifted out of poverty from returning to poverty is both the key to rural revitalization and the inevitable way to achieve common prosperity in urban and rural areas.Therefore,it is necessary to build a practical approach to prevent and block poverty on the basis of in-depth analysis of the inducing factors of poverty return faced by the people who have been lifted out of poverty.The people who have been lifted out of poverty in A Banner of Inner Mongolia face the risk of returning to poverty,such as weak development foundation,weak development consciousness,weak development potential and insufficient development benefits.It is necessary to strengthen the survival foundation of the people who have been lifted out of poverty by expanding employment channels and encouraging the households to operate on an appropriate scale.Cultivate more leaders to get rich,improve the interest linkage mechanism between leaders to get rich and farmers to improve the benefit degree of poverty alleviation households;"Hematopoietic"as a means to promote the people out of poverty to achieve common prosperity.
