摘 要:近年来,我国大力推进PPP模式在基础设施服务领域中的应用,而建立科学合理的回报机制是PPP项目的关键,也是政府方、社会资本方和公众方关注的重点。在高速公路PPP项目领域,高速公路具有较好的经营性,从高速公路收费定价的角度研究其投资回报机制,站在政府方、社会资本方和公众方的角度进行利益分配,采用多目标规划模型对高速公路项目收费定价构建合理目标函数并建立各方约束条件,由此求解高速公路收费定价最优解,实现项目社会效益最大化,并且在项目的全生命周期内建立定价模型动态调整模式,有助于项目的合理运营,整体把控,以期对政府建立高速公路PPP项目回报机制的收费定价模型提供参考并对高速公路PPP项目的是发展起到促进作用。In recent years, China has vigorously promoted the application of PPP model in infrastructure services, and establishing a scientific and reasonable return mechanism is the key to PPP projects, but also the focus of attention of Governments, social capital parties and the public. In Expressway PPP Project, Expressway has good operation, studies its return on investment mechanism from the angle of expressway toll pricing, carries on the benefit distribution from the angle of government, social capital party and public party, uses multi-objective planning model to construct reasonable objective function of expressway project charge pricing and establishes the constraint condition of all parties. This is the optimal solution of expressway toll pricing. It maximizes the social benefit of the project, and establishes the dynamic adjustment mode of the pricing model in the whole life cycle of the project. It is also helpful to the rational operation of the project, the overall control so as to provide reference for the government to establish the toll pricing model of Expressway PPP Project return mechanism and to promote the development of expressway PPP project.
